Who can take part
- You are 40 or older (if male) or past menopause (if female).
- You are generally active and able to care for yourself (ECOG 0-2).
- You have a new or suspected bladder cancer that has not invaded the muscle layer.
- You have no other related cancers in the kidney, ureter, or urethra.
- You do not take blood thinners or have a bleeding disorder.
- You are not allergic to the standard anesthesia medicines used in this study.
