- Baby is under 3 months old
- Baby has one or more superficial hemangiomas that are starting to grow quickly
- The birthmark was absent or barely visible at birth, then became more noticeable within the first month
- Parent/guardian agrees to join, sign consent, and follow all visits and at-home care
- Parent/guardian agrees not to use other birthmark medicines (skin or oral) unless the study doctor prescribes them
- Baby has no serious health problems that would make participation difficult
