Who can take part
- You (or the participant) must be 18 years old or older
- If you are a person with opioid dependence: you must meet diagnostic criteria and be either starting treatment or recently on treatment
- If you are an OAT delivery staff member: you must currently work at an opioid treatment delivery site
- If you are part of the leadership group (Aim 2): you must be a chief narcologist for an oblast
- If you are part of the staff group (Aim 3): you must be authorized to work at an opioid treatment delivery site
- You must be willing to give consent to take part
