This trial tests a new drug, MK-3120, for people with a specific type of bladder cancer that hasn't spread into the muscle. It is for patients who either haven't had BCG treatment before or have had BCG treatment and their cancer came back more than 12 months but within 2 years after the last dose.

Who can take part
- You must have a type of bladder cancer called carcinoma in situ, with or without other high-risk non-muscle invasive bladder cancer.
- Your most recent bladder tumor removal surgery must have been within the last 12 weeks and showed high-risk features.
- You either have never had BCG treatment or had it more than 2 years ago with a complete response, or you had BCG and your cancer came back between 12 and 24 months after the last dose.
- If you have HIV, it must be well-controlled with medication.
- If you have hepatitis B or C, your viral load must be undetectable and you may need to be on treatment.
- You cannot have other cancers that are growing or need treatment, active infections, severe heart or eye problems, or a history of lung inflammation.
