Who can take part
- You are 18 years or older
- You have been diagnosed with either moderately severe or severe diabetic retinopathy (non-proliferative) or a retinal vein occlusion that started within the last 28 days
- You have not been treated with any medication containing Annexin A5 before
- You are not currently taking blood thinners or certain cancer medications
- You have not had eye surgery, injections, or laser treatment in the study eye in the last 6 months
- You do not have significant kidney disease or uncontrolled high blood pressure
