- Child is between 6 and 8 years old
- Child's permanent back molars (first molars) have come in fully
- Child either has several cavities (dmft score ≥6), or at least one active cavity, or active decay on 10+ tooth surfaces
- Child has not received professional fluoride treatments or regular chlorhexidine rinse in the past 3 months
- Child is generally healthy with no chronic diseases, immune problems, or serious neurological conditions
- Child's gums are healthy with no redness, swelling, or bleeding
