This trial tests whether adding the drug decitabine to standard treatment (surgery and possibly radiation) can help people with a type of head and neck cancer not caused by HPV. You would receive decitabine before surgery, and then continue with standard care after.

Who can take part
- You are 18 or older.
- You have a type of head and neck cancer (squamous cell) that is not caused by HPV and can be removed with surgery.
- You have not had previous chemotherapy or radiation to the same area in the last 5 years.
- You are in good enough health to have surgery and can go about your daily activities without much help (ECOG 0 or 1).
- Your blood counts and organ function (kidney, liver) are within a certain range.
- If you could become pregnant, you agree to use birth control and have a negative pregnancy test.
