- Born at or after 36 weeks of pregnancy (full-term or near-term).
- Had severe oxygen loss (asphyxia) around the time of birth, shown by: death in the hospital, moderate to severe brain injury from lack of oxygen, or seizures related to birth events.
- Low blood pH, high lactate, or low Apgar score within the first few minutes after birth indicating oxygen loss.
