- Your thyroid eye disease has been stable (no worsening) for at least 6 months
- The bulging in at least one eye is 20 mm or more
- You were first diagnosed with thyroid eye disease at least 2 years ago, but less than 10 years ago
- You have not used steroids or other immune-suppressing treatments recently
- You are not pregnant and agree to use birth control during the study
